Position Title: Monitoring, Evaluation, and Learning Consultant

Location: Kenya (Remote)

Potential Start Date: August 2024

Background

The Freedom Fund is a global organization dedicated to eradicating modern slavery. As a catalyst in the global anti-slavery effort, we operate in regions and sectors where slavery is most prevalent. Our mission involves investing in and partnering with organizations and communities on the front lines of ending slavery and exploitation.

Currently, the Freedom Fund is implementing a multi-year Hotspot Program in Kenya known as NIA, which stands for “Not Invisible Anymore” in Swahili. The program aims to address exploitative child domestic work, empowering child domestic workers, allies, civic organizations, and government institutions to transition communities away from child domestic work and protect children from exploitation.

Key Objectives of the NIA Program:

  1. Strengthen child-centered advocacy on domestic work.
  2. Enhance survivor-centered services for children in domestic work.
  3. Increase economic resilience among at-risk households and communities.
  4. Strengthen policy frameworks and implementation.

The NIA program operates in partnership with fourteen frontline Civil Society Organizations (CSOs) and focuses on the most vulnerable children with experience in child domestic work or at risk of engaging in it. Geographically, the program targets four Kenyan counties with significant incidences of child domestic work: Nairobi, Kisumu, Busia, and Kakamega.

Purpose and Scope of Work

The Freedom Fund seeks consultancy services to:

  • Develop a comprehensive monitoring, evaluation, and learning (MEL) framework for the NIA Program in collaboration with program partners.
  • Assist NIA partners in developing MEL frameworks and plans to assess intervention performance, measure results, and adjust strategies for effectiveness and impact.

Specific Responsibilities

The consultant(s) will undertake the following tasks:

  • Review existing monitoring tools used by partner organizations and assess their suitability for standardization across all partners.
  • Adapt and standardize monitoring tools across partner organizations.
  • Develop new tools and recommend best approaches for outcome-level impact assessment.
  • Provide support and capacity building to grantee partners on MEL practices and strategic planning.

Qualifications, Skills, and Experience

The ideal candidate should possess:

  • Strong experience and expertise in developing and implementing MEL systems for development and human rights programs.
  • Proficiency in facilitating teams and organizations to adopt MEL practices.
  • Demonstrated ability to explain data collection, interpretation, and reporting concepts.
  • Experience in capacity building and cross-learning initiatives.
  • Previous work experience with Kenyan-based NGOs and CSOs.
  • Innovative approaches to outcome measurement.
  • Preferably a Master’s Degree in relevant fields.
  • Minimum 5 years of progressive consultancy experience.
  • Sound understanding of modern slavery, human trafficking, and child labor issues.

Proposal Format

Interested consultants or firms should submit a proposal comprising technical and financial components, including:

  • Suitability for the consultancy.
  • Technical proposal outlining the methodology and report format.
  • Financial proposal with an all-inclusive budget not exceeding USD 15,000.
  • Sample of previous relevant work.
  • Two references.
