Job Title: Strategic Plan Coordinator

Location: Position based in any MSF OCBA Hub (Barcelona, MSF-Spain office delegations, Amman, Bogota, Dakar or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).

General Objective

The Strategic Plan Coordinator will oversee the coordination and development of the new strategic plan under the direct supervision of the OCBA General Directorate. This role is crucial in shaping the strategic direction of the organization, ensuring alignment with operational goals and contextual realities.


Specific Objectives of the Position

Define Scope and Methodology:

  • Establish the scope and methodology for developing the strategic framework, including preparation, review, assessment, analysis, definition of the strategic plan, and agreement.

Analyze External Landscape:

  • Conduct an analysis of the external landscape and its implications for our operational choices and contexts.
  • Synthesize results to inform strategic decisions.

Support Consultation to Populations:

  • Aid the team conducting consultations with populations to gather insights and feedback.

Facilitate Strategic Discussions:

  • Lead discussions with directors and heads of departments, focusing on learning and challenges in strategy implementation.

Identify Critical Gaps:

  • Identify critical gaps through analyses and participatory approaches, such as interviews, focus groups, key events, and surveys.
  • Pinpoint strategic opportunities with OCBA members.

Engage with Key Platforms:

  • Collaborate with OCBA MT, DG Forum, AGORA, and other platforms to prioritize strategic directions and refine mission, vision, objectives, and strategies.

Design Monitoring Systems:

  • Assist OCBA MT in designing systems and metrics for Monitoring, Evaluation, Learning, and Impact to align with strategic priorities.

Provide Written Inputs:

  • Contribute written inputs for the strategic framework development, ensuring they are ready for presentation and endorsement at AGORA in July 2025.

Selection Criteria

  • Minimum of 3 years of experience in strategic planning.
  • Extensive experience in humanitarian action (operations).
  • Previous experience with MSF is mandatory.
  • Advanced knowledge of MSF operational, medical, and institutional stakeholders.
  • Strong networking skills.
  • Excellent planning and organizing abilities.
  • Experience in organizational and change management is an advantage.
  • Proven excellent communication and facilitation skills, including in multicultural settings.
  • Fluency in English (written and spoken) is required; fluency in French and/or Spanish is highly desirable.
