REPORTS TO: STRATEGIC INFORMATION ADVISOR

Job Summary

Under the supervision of the Strategic Information Advisor, the SI Specialist will provide technical assistance and capacity building to M&E and data management staff at Point of Service in support of SI activities. S/he will provide support to the M&E and data management components at the Point of Service level.


Roles and Responsibilities:

  • Specialized Training: Provide specialized training to facility and other partner staff in Health Information Systems including the Kenya EMR, Web ADT, and other databases.
  • Mentorship: Provide mentorship and capacity enhancement to site data officers, HRIOs, and M&E teams on HIV-related M&E systems.
  • Data Analysis: Provide support and data analysis training to health facility staff with a focus on the use of HIS and mHealth solutions, capitalizing on the use of the Kenya EMR modules for optimal information support to facility healthcare workers.
  • Reporting: Ensure timely and accurate reporting to both the program and donor.
  • Data Management: Conduct routine data management including data collection, collation, analysis, and presentation both to program and other stakeholders.
  • Tool Development: Develop and revise M&E processes and related tools that support quality assurance for key program areas.
  • Capacity Building: Provide capacity building and other forms of support to site-level staff on M&E activities such as data collection, analysis, and interpretation.
  • Site Visits: Conduct targeted site visits to provide mentorship on all issues related to Strategic Information.
  • Quality Assurance: Conduct data quality assurance activities in supported facilities triangulating data between program database and National HIV databases, NDW, KHIS, NASCOP VL-EID website.
  • Collaboration: In liaison with the MoH health management teams, conduct joint support supervisions data reviews and DQAs.
  • Continuous Improvement: Mentor facility teams on the development and monitoring of data quality improvement plans initiating Continuous Quality Improvement.
  • Data Extraction: Develop SQL queries for data extraction and other related activities.

Qualifications and Professional Skills

  • A Bachelor’s degree in Science, Health Information Systems, Public Health, Health Informatics, Statistics, Mathematics, or any other relevant degree. A Master’s degree will be an added advantage.
  • Training in M&E from a credible institution is desirable.
  • A minimum of three (3) years’ experience working with HIV Prevention, Key population, and DREAMS data systems.
  • Ability to understand PEPFAR MER 2.6 HIV Prevention indicators.
  • Strong analytical skills with competencies in the use of any two of the following Software: R, Stata, SPSS, Epi Info, Tableau, and Power BI.
  • Advanced computer skills including advanced excel, MS access, PowerPoint, etc.
