Context of the Assignment
New international regulations, specifically the European Union Deforestation-Free Regulation (EUDR), present immediate challenges for smallholder cocoa and coffee producers. Beginning 31st December 2024, businesses in the EU must comply with the EUDR to prevent deforestation-related products from entering the EU market. These new requirements may significantly impact industries in countries with limited infrastructure and traceability systems, especially those dependent on smallholder farmers. Without sufficient support from buyers, smallholders may struggle to meet compliance standards, which could lead to market exclusion, deepening poverty, and an increase in economic migration risks.
Fairtrade Africa is committed to helping coffee and cocoa producers in East Africa meet EUDR standards. As part of this initiative, Fairtrade Africa is offering a Geographic Information Systems (GIS) training program for their coffee program team. The goal of this training is to enhance the team’s capacity in monitoring land use, deforestation tracking, and ensuring EUDR compliance.
Scope of the Assignment
1. Training Program Development
The selected consultant will be responsible for developing a customized training program. This program will cover the fundamentals of cartography, spatial analysis, mapping, and the practical application of GIS for EUDR compliance. Training will also include land-use monitoring, deforestation tracking, and GPS/mobile data collection relevant to the coffee and cocoa industries.
2. Training Provision
The GIS consultant will deliver a 4-day hands-on training session. This training will involve practical case studies, simulations, and interactive learning sessions specifically tailored to the coffee and cocoa sectors. The consultant will also provide training materials, documentation, and ongoing post-training support to ensure effective knowledge transfer.
3. Post-Training Support and Mentoring
Following the training, the consultant will offer technical assistance for a pre-agreed duration to help participants navigate any challenges in applying GIS tools. This support aims to ensure the proper use of GIS for EUDR compliance.
4. Evaluation and Assessment
An evaluation will be conducted using appropriate tools to assess the effectiveness of the training. Feedback from participants will be collected, and the consultant will provide recommendations for improving future GIS training initiatives.
Key Deliverables
- Training Curriculum and Documentation:
Development of a comprehensive GIS training curriculum, including all necessary materials and documentation. - Training Completion:
Successful delivery of the 4-day GIS training for participants from the coffee and cocoa sectors. - Post-Training Report:
A detailed report that includes participant feedback, an assessment of the training’s effectiveness, and any recommendations for future improvements.
Timeline
- Inception and Planning Phase (2 weeks):
The consultant will spend two weeks in the detailed planning and preparation of the training program. - GIS Training (1 week):
The training itself will be conducted over one week, focusing on building GIS skills and ensuring participants are equipped to meet EUDR standards.
Consultant Qualifications
To be considered for this assignment, the consultant or firm must meet the following qualifications:
- Technical Expertise:
Demonstrable expertise in GIS technology within an agricultural context is essential. Experience with cartography, spatial analysis, deforestation tracking, and geo-data collection is required. - Training Experience:
Proven experience in delivering GIS training is mandatory. The consultant should also have experience working on sustainability projects or deforestation monitoring. - Knowledge of EUDR:
A strong understanding of the European Union Deforestation Regulation (EUDR), particularly regarding geo-data collection and polygon mapping, is crucial. - Communication Skills:
The ability to effectively communicate complex GIS concepts to non-technical audiences is key. - Regional Experience:
Experience working in East Africa is highly desirable. The consultant should have a deep understanding of the region’s agricultural practices, particularly in the coffee and cocoa industries.

A detailed work plan that outlines the methodology for delivering the GIS training, including the team composition and CVs of key personnel. - Financial Proposal:
A clear breakdown of all costs, including training fees and post-implementation support. - Cover Letter:
A letter outlining the qualifications and expertise of the firm, signed and stamped. - Consultant Profile:
Evidence of tax compliance, the company website, and a list of similar assignments previously undertaken.
Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Understanding of Project Objectives:
The proposal must demonstrate a clear understanding of the objectives of the GIS training project. - Experience and Qualifications:
The experience and qualifications of the personnel proposed for the project will be a key factor in the evaluation. - Expertise in GIS and EUDR Compliance:
The consultant must demonstrate a strong track record in applying GIS technologies to meet compliance standards such as EUDR. - Timeline Adherence:
The ability to meet the specified project timelines will be crucial.
