About Médecins Sans Frontières (MSF)

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization. We provide medical assistance to people affected by conflict, epidemics, disasters, or exclusion from healthcare. Our teams are made up of tens of thousands of health professionals, logistic and administrative staff – most of them hired locally. Role Overview

Main Purpose: Operating VHF and HF radios, in accordance with MSF security protocols and rules, to ensure quality and confidential radio communications for the operational needs of the mission/projects.

Key Responsibilities

Radio Operations

  • HF and VHF Radio Management: Operate HF and VHF radios, avoiding the use of sensitive or security-related information and adhering to MSF security rules.
  • Frequency Quality Assurance: Ensure radio frequencies’ quality and transmission capacity, install and program frequencies as needed, and maintain clear and accurate records in the radio log book.
  • Radio Contact Management: Respond to radio contacts from other approved organizations and relay information via the radio channel.
  • Security Communication: Maintain regular radio contact with reference bases (capital, other sections, field) according to communication rules and schedules, forwarding security-related information to the Project Coordinator/Head of Mission.

Monitoring and Coordination

  • Movement Monitoring: Track and register movements of people, vehicles, helicopters, airplanes, and cargo, and inform the line manager of any delays according to the TSF (Travel Security Form).
  • VHF Radio Allocation: Supervise and monitor the VHF radio allocation book, ensuring proper registration and follow-up on handset loans.

Equipment Maintenance

  • Preventive Maintenance: Install, operate, and perform preventive maintenance checks on assigned equipment, immediately reporting any damage, loss, or theft to the line manager.
  • Upkeep: Maintain the communications room and equipment in clean and tidy conditions, ensuring HF VHF batteries are in good condition.

Training and Support

  • Radio Training: Provide basic radio training to MSF staff as necessary.

Qualifications and Requirements

Education

  • Essential: Secondary Education.

Experience

  • Essential: Work experience as a radio operator in related jobs.

Languages

  • Essential: Proficiency in English and Kiswahili.

Knowledge

  • Essential: Basic knowledge of mathematics, mechanical, and electronic principles.
