Key Responsibilities

As the Project Administrator in Kenya, you will play a pivotal role in ensuring the smooth administrative and financial management of the project funded by the Italian Agency for Development Cooperation (AICS). Your core responsibilities include verifying expenditures, managing budgets, and ensuring that all processes meet donor guidelines.

Administration and Finance Management

  • Monitor and manage project deadlines: This includes reports, MoUs, and partner agreements.
  • Ensure compliance with donor requirements, overseeing both physical and digital archives.
  • Maintain a correct flow of information with project partners and ensure adherence to all administrative aspects outlined by MoUs and grant agreements.
  • Supervise accounting records: Ensure accurate allocation of accounting data to the correct budget lines in coordination with the Project Manager.
  • Prepare Terms of Reference (ToRs) for project personnel.
  • Collaborate with the Country Finance Manager on managing staff contracts, salaries, and leave records.
  • Forecast project expenditure: Collaborate with the Project Manager to analyze burn rates and prepare budget amendments.
  • Generate reports: Ensure timely preparation of interim and financial reports, including documents for audits.

Procurement and Compliance

  • Monitor contract deadlines with suppliers and ensure proper execution of procurement procedures.
  • Collaborate with the Project Manager and procurement team to draft tenders and procurement reports, ensuring adherence to donor guidelines.
  • Support the Tender Evaluation Committee during evaluations and manage the procurement dossier’s compliance.

Qualifications and Skills

Essential Requirements

Education:

  • Degree in Economics, Political Science, or related fields.

Knowledge:

  • Strong understanding of donor administrative rules and procurement procedures, specifically AICS.
  • Proficiency in Italian (written and spoken) is required, as well as fluency in English.
  • Expertise in Microsoft Office Suite: Advanced skills in Word, Excel, and Outlook.

Experience:

  • Minimum of 1 year of professional experience in a similar administrative role, particularly in international development settings, preferably in East Africa.

Skills and Abilities:

  • Strong organizational, reporting, and teamwork skills.
  • Ability to train and support staff to enhance their competencies.
  • Dynamic and proactive approach to problem-solving.
  • Ability to adapt to complex and multicultural environments.
