Position Overview
The Program Officer – Livestock will lead and manage livestock-related interventions, ensuring the protection and enhancement of agro-pastoral livelihoods in PACIDA’s operational areas. This role is essential for designing, implementing, monitoring, and evaluating livestock programs to drive sustainable development in pastoralist communities. The ideal candidate will demonstrate expertise in livestock health and production while fostering collaboration with communities and stakeholders.

Key Responsibilities
Project Implementation and Management
- Develop and regularly update detailed project work plans to guide activities and ensure effective progress.
- Lead the planning, implementation, and evaluation of livestock initiatives, including feed provision, restocking small ruminants, animal health services, and capacity-building programs for Community Animal Health Workers (CAHWs).
- Monitor beneficiary selection, verification, and livestock support to ensure transparency and effectiveness.
Capacity Building and Training
- Facilitate training for CAHWs in partnership with the Pastoralist and Livestock Office to enhance service delivery.
- Ensure the availability and procurement of necessary drugs and kits for animal health services.
Community Engagement and Collaboration
- Work closely with local community representatives, government stakeholders, and partners to identify target beneficiaries and deliver inclusive project activities.
- Represent PACIDA in project-related meetings and forums for knowledge sharing and stakeholder collaboration.
Monitoring, Evaluation, and Reporting
- Prepare and submit weekly, monthly, and quarterly activity plans, budgets, and progress reports.
- Document project outcomes and outputs, ensuring timely and accurate reporting as per organizational standards.
Gender and Inclusion Mainstreaming
- Ensure gender, protection, safeguarding, and inclusion principles are embedded within all project activities.
Stakeholder Coordination
- Collaborate with livestock experts, private sector actors, and civil society partners to implement livestock programs.
- Contribute to organizational learning by actively participating in training and development opportunities.
Qualifications and Skills
Required Qualifications
- A degree in Agriculture (Livestock Production), Animal Production Technology and Management, Veterinary Medicine, or a related field with relevant course units in animal health.
- At least three years of experience in livestock health activities, especially within rural or pastoral communities.

- Proven ability to work effectively with diverse stakeholders, including the private sector, government, and civil society.
- Excellent skills in teamwork, networking, and community dialogue.
- Strong self-starter with adaptability to changing priorities and environments.
- Fluency in written and spoken English and Kiswahili (knowledge of local languages is an added advantage).
Preferred Experience
- Experience in implementing USAID-funded programs.
- Familiarity with Monitoring, Evaluation, Accountability, and Learning (MEAL) concepts in humanitarian contexts within ASAL areas.
