Job Title: Procurement Officer – Kisumu, Kenya Job Type: Full-time

Overview: In this role, you will be at the forefront of our procurement and supply chain operations. Your mission? To ensure seamless procurement, timely deliveries, and efficient supplier relationships. If you’re an experienced procurement professional ready to make an impact, this role is for you.

Responsibilities:

1. Strategic Planning

  • Manage procurement planning, including goods distribution and store management, ensuring on-time deliveries.
  • Prepare annual procurement plans and monitor their implementation.
  • Maintain a roster of suppliers and manage vendor relationships for a smooth workflow.

2. Procurement Processes

  • Handle procurement processes from requisition to contract negotiation in line with Trees Procurement Manual.
  • Evaluate procurement requirements and ensure timely delivery using efficient procedures.
  • Ensure compliance with procurement manuals, financial rules, and organizational directives.

3. Procurement Management

  • Implement internal controls and process improvements for a client-oriented procurement system.
  • Maintain strong supplier relations and negotiate contracts.
  • Oversee complex international staff travel arrangements.

4. Transactional Procurement

  • Monitor all procurement transactions, including tendering, contracting, and contract management.
  • Ensure legal compliance, payment conditions, and performance evaluation.
  • Support Procurement Unit, Committees, and Evaluation teams.

5. Reporting and Compliance

  • Prepare accurate monthly procurement reports for the Director of Finance and Operations.
  • Ensure compliance with reporting requirements and audits.

6. Procurement Optimization

  • Oversee all procurement and purchasing activities.
  • Maintain Country Procurement Plan and Blanket Purchase Agreements.
  • Collaborate with field teams to address procurement challenges.

7. HQ Collaboration

  • Work with HQ staff to implement procurement processes that enhance fairness and transparency.
  • Collaborate with Logistician and Compliance Officer on assets management and transport solutions.

8. Seed Bank Support

  • Negotiate with vendors for seed procurement.
  • Oversee seed inventory management.
  • Collaborate with the Seed Bank Officer on seed-related activities.

Requirements:

– Education: University Degree in Procurement, Supply Chain Management, Business Administration, Commerce, or a related field.

Experience: Three years of relevant procurement experience, preferably in an NGO/development program.

Certification: Professional qualification in procurement (CIPS or CPSP).

Membership: Membership in a local/international professional entity (e.g., KISM).

NGO Knowledge: Familiarity with NGO/Donor policies and compliance requirements.

Computer Skills: Proficiency in Microsoft Office and computer applications.

Language: Fluency in both written and spoken English.
