Principal Information Communication Technology Officer

The Kenya Institute of Supplies Management (KISM) is a corporate body established through the Supplies Practitioners Management Act (SPMA), 2007. KISM is mandated to provide training, registration, and licensing of supplies practitioners, as well as regulate their practice and related activities. It serves as the National body for Procurement and Supply Chain Professionals in both the private and public sectors in Kenya.

Position: Principal Information Communication Technology Officer

Job Grade: KISM 4 – REF ICT/001/2023

Directorate: Corporate Services

Reporting to: Director, Corporate Services

Job Summary

As the Principal Information Communication Technology Officer, you will be responsible for managing information and telecommunications systems at KISM. Your role involves developing and maintaining ICT systems to ensure the Institute optimizes technology for efficient service delivery.

Key Duties and Responsibilities

1. Systems Management: Create and update procedures, methods, and operations of computer-based information systems.
2. Website and Database Management: Design, implement, and maintain the institutional website and databases. Recommend expansion of LAN/WAN information systems to improve operational efficiency.
3. Analysis and Enhancement: Conduct analysis related to the modification of existing computer-based information systems.
4. Infrastructure Review: Review performance of existing systems and network infrastructure. Advise management on capacity planning.
5. Backup Monitoring: Monitor backup logs and resolve any failures associated with them. Ensure new enhancements/changes to existing systems are fully tested before deployment.
6. Equipment Acquisition: Provide guidance on the acquisition of computer equipment and consumables.
7. IT Security: Undertake periodic review of information technology security requirements, including encryption, digital signatures, access controls, data integrity, authentication exchange, traffic padding, routing control, and notarization.
8. Training Materials: Develop training materials, support guides, operating, and user manuals.

Person Specifications

To be eligible for this role, you must have the following qualifications and experience:

1. Bachelor’s degree in Computer Science, Information Science, Information Communication Technology, Business Management, Information Technology, or equivalent from a recognized institution.
2. Master’s degree in Computer Science, Information Technology, Business Information Technology, Cyber Security, or equivalent from a recognized institution.
3. Professional certificates in Microsoft Certified Systems Engineer (MCSE), Microsoft Certified IT Professional (MCITP), Certified Network Associate/Network+ (CCNA/N+CISCO), Certified Information Systems Auditor (CISA), or Certified Information Systems Manager (CISM).
4. Minimum of eight (8) years of relevant work experience, with at least three (3) years at a supervisory level in a comparable organization.
5. Membership to a relevant professional body (where applicable) and in good standing.
6. Completion of a Management Course lasting not less than four (4) weeks from a recognized institution.
7. Must meet the requirements of Chapter Six (6) of the Constitution (Integrity and Ethics).
8. Demonstrated merit and ability as reflected in work performance and results.
