Office of the Controller of Budget (OCOB) – Hiring for 6 Positions
The Office of the Controller of Budget (OCOB) is an independent office established under Article 228 of the Constitution of Kenya, 2010. It is tasked with overseeing the implementation of the budgets of national and county governments, ensuring compliance, and producing periodic reports.
In line with Article 252 (1)(c) of the Constitution, the OCOB is seeking to recruit highly qualified, competent, and motivated individuals to fill the following vacant positions:
Available Positions
1. Director, Legal Services – 1 Position
The Director, Legal Services will provide legal guidance to OCOB on various matters, including litigation, dispute resolution, compliance, and advisory services. This role involves implementing legal policies, systems, and procedures while conducting research on legal and procedural matters pertinent to the office’s operations.
Key Responsibilities:
- Provide legal advice and manage litigation matters.
- Ensure legal compliance and enforce laws related to OCOB operations.
- Develop and implement legal frameworks.
- Conduct thorough research on legal matters and draft advisory reports.
2. Senior Internal Auditor – 2 Positions
The Senior Internal Auditor will provide independent assessments of the effectiveness of OCOB’s internal control systems, risk management frameworks, and governance structures.
Key Responsibilities:
- Audit financial and operational activities.
- Evaluate the risk management strategies and internal controls.
- Conduct audits and prepare audit reports.
- Ensure compliance with internal and external regulations.
3. Senior Research and Planning Officer – 1 Position
The Senior Research and Planning Officer will be responsible for developing and implementing research policies and systems to support OCOB’s mission. The officer will also monitor the implementation of the strategic plan and research potential partnerships.
Key Responsibilities:
- Develop research policies and implement research programs.
- Monitor and report on the strategic plan’s execution.
- Research and identify potential partners and donors.
- Analyze and report on economic trends that affect budgeting.
4. Legal Officer – 1 Position
The Legal Officer will provide legal advice on various issues, including litigation, dispute resolution, and legal compliance. This role ensures OCOB adheres to relevant laws and regulations.
Key Responsibilities:
- Provide legal counsel on operational matters.
- Assist in preparing legal documents and contracts.
- Represent OCOB in legal proceedings.
- Ensure adherence to legal requirements and regulatory frameworks.
5. Fiscal Analyst – 1 Position
The Fiscal Analyst will be responsible for preparing budget review reports, monitoring budgetary performance, and processing requisitions related to OCOB’s fiscal management.
Key Responsibilities:
- Prepare detailed budget review reports.
- Monitor the national and county budget performance.
- Process requisitions and maintain fiscal records.
- Conduct financial analysis and provide reports to senior management.
6. Senior Support Staff – 1 Position
The Senior Support Staff will handle administrative tasks, including photocopying, document binding, and maintaining office cleanliness. They will also assist with office logistics and ensure that office operations run smoothly.
Key Responsibilities:
- Carry out photocopying, franking, and document binding.
- Ensure cleanliness of the offices and office premises.
- Move and arrange office equipment and furniture.
- Collect and deliver office documents, parcels, and other items.

- Clearance form from the Ethics and Anti-Corruption Commission (EACC).
