Introduction
The Pastoralist Community Initiative and Development Assistance (PACIDA) is a regional NGO dedicated to sustainable community development by linking emergency, rehabilitation, and development efforts. PACIDA is seeking a passionate and skilled Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer to join its dynamic team. This role offers an excellent opportunity to contribute to impactful programs that enhance the resilience and well-being of vulnerable communities.
The MEAL Officer will play a pivotal role in implementing the MEAL framework, ensuring compliance with USAID standards, and advancing PACIDA’s mission. This position is based in Marsabit, Kenya, with occasional travel to field project sites for monitoring and quality assurance.
Key Responsibilities
Monitoring
- Develop and implement comprehensive MEAL plans, including Indicator Performance Tracking Tables (IPTT) and Output Trackers for projects.
- Collaborate with project leads to update indicator tracking tables, providing guidance to ensure performance metrics are met.
- Create tools and guidelines for data collection, collation, and reporting.
- Monitor field activities against established quality benchmarks, recommending corrective actions when necessary.
- Manage data-driven tools such as complaints and feedback databases and action trackers to inform program improvements.
- Conduct Routine Data Quality Assurance (RDQA) to validate, ensure accuracy, and provide feedback on reported data.
- Ensure compliance with international standards such as the Sphere Charter, Core Humanitarian Standards, and HARP Standards.
Evaluation
- Lead assessments and surveys, including the recruitment and training of research assistants.
- Supervise data collection and analysis, ensuring high-quality outputs.
- Oversee project baselines, evaluations, and reviews, tracking trends and facilitating their integration into project design and implementation.
- Provide logistical support during evaluations, such as writing Terms of Reference (TORs) and preparing literature review packs.
- Coordinate internal and external reviews to assess program effectiveness and promote continuous improvement.
Accountability
- Maintain and update action trackers to ensure the timely execution of agreed-upon actions.
- Strengthen beneficiary participation in projects by ensuring information sharing mechanisms are effective and inclusive.
- Develop and manage a complaints and response mechanism, ensuring timely and sensitive responses to feedback from communities.
- Build staff capacity in accountability measures, emphasizing community engagement and information dissemination.
Learning
- Document and share lessons learned from projects with PACIDA staff and stakeholders.
- Promote a learning culture within the organization, encouraging cross-sectoral learning and innovation.
- Ensure staff compliance with data uploading and reporting systems like SharePoint.
- Facilitate the integration of lessons learned into future project planning and design.
Reporting
- Ensure all reported data complies with USAID and USG indicator standards.
- Produce precise internal reports, including trends analysis, for decision-making.
- Consolidate data for humanitarian reporting, including situational updates and program outcomes.
Qualifications and Skills
Education and Experience
- A bachelor’s degree in Monitoring & Evaluation, Information Management, Social Sciences, Statistics, or a related field.
- At least five years of work experience, with three years in USAID-funded humanitarian programs.
- Proficiency in Health & Nutrition, Food Security & Livelihoods, WASH, Education, and Child Protection in emergencies and development contexts.
Technical Skills
- Strong understanding of MEAL concepts in humanitarian settings, especially in Arid and Semi-Arid Lands (ASAL).
- Proficiency in designing and implementing M&E systems, including tools for data collection and analysis.
- Familiarity with USAID/BHA, ECHO, and other major donor requirements.
Interpersonal Skills
- Strong self-starter with the ability to adapt to changing circumstances.
- Exceptional communication skills with sensitivity to diverse cultural contexts.
- A positive, community-centered attitude with a commitment to participatory problem-solving.
Language Proficiency
- Fluency in English and Kiswahili is required. Knowledge of local languages is an added advantage.
