Background

The Institute for Social Accountability (TISA) is on a mission to empower Kenyan citizens to ensure efficient public service delivery through direct engagement. Our goal is to amplify the voices of Kenyan citizens, holding their government leaders accountable, and turning the constitutional framework into a tangible reality. We envision a society where empowered citizens demand their rights and enforce service providers’ effective performance.

Jihusishe, a registered company, is dedicated to enhancing citizen-government interaction through digital channels. We support digital and tele-social accountability initiatives, including those of TISA, and other institutions.

Backed by the Mozilla Foundation, TISA is developing a digital platform that enables citizens to hold duty-bearers accountable and access essential government information for informed civic decisions. The platform facilitates public engagement by providing a virtual space for citizens to ask questions, share opinions on social issues, and interact with their County Government, bridging the gap between citizens and government. It also serves as a platform to collectively present community issues and opinions, compelling County/National Governments to respond and take action. Furthermore, the platform acts as an information and training hub for social accountability topics, offering offline access to stored information.

Objective

We are seeking an accomplished Mobile App Developer to create a secure and user-friendly application for Android, iOS, and web users. The app should provide county-specific, gender-sensitive, and identity-focused information, generating reports for governments on various areas of concern. The ability to report anonymously, data anonymization, user feedback, and high interoperability are paramount.

Deliverables

  1. Fully functional Android application (with source code).
  2. Fully functional iOS application (with source code).
  3. Fully functional Web application (with source code).
  4. Comprehensive user manual.
  5. Initial system administration training.
  6. Maintenance and update schedules.

Timeline

The development phase spans six months, running from September 2023 to March 2024.
