Job Purpose

As the Managing Director/Chief Executive Officer (CEO), you will be the Accounting Officer responsible to the Board for the day-to-day management and coordination of activities in the Authority. Your role will involve defining and executing strategy, generating revenue, engaging customers and stakeholders, managing risk, ensuring compliance, driving performance, and nurturing talent.

Key Duties and Responsibilities

  • Strategic Leadership: Provide overall strategic leadership in line with market and industry changes, delivering strategic intent through the senior management team.
  • Stakeholder Engagement: Engage with key stakeholders in developing and delivering strategic customer, government, and sector-wide aviation initiatives.
  • Board Collaboration: Present strategy, long-term capital investment plans, annual budgets, and procurement plans to the Board for deliberation and approval.
  • Performance Reporting: Provide accurate and timely information on operations, financial status, and overall performance to enable the Board to fulfill its governance objectives.
  • Asset Utilization: Drive maximum utilization and productivity from all assets, ensuring positive returns on capital investments and operating expenditures.
  • Risk Management: Ensure the Authority has adequate systems and processes for accountability, risk management, and internal control.
  • Regulatory Compliance: Ensure all policies and operations conform to legal, statutory, and regulatory guidelines.
  • Continuous Improvement: Promote continuous improvement in service and product quality.
  • High-Performance Culture: Establish and maintain a high-performance culture driven by talented and competent staff.
  • Performance Evaluation: Design performance measures to evaluate progress against the strategic plan.

Person Specification

To be appointed for this role, the successful candidate must have:

  • Education: A Bachelor’s degree in Finance, Economics, Business Management, Marketing, Statistics, Engineering, Social Sciences, or a related field from a recognized institution. A Master’s Degree is required.
  • Certification: Certification in Aviation will be an added advantage.
  • Experience: Minimum of 15 years of working experience, with at least 10 years in senior management/leadership positions, demonstrating hands-on experience in strategic planning, revenue generation, budget management, and delivering positive cash flows and profits.
  • Leadership Training: Completion of a leadership course lasting not less than four weeks from a reputable institution.

Skills and Competencies

  • People Management: Strong people management and influencing skills with the ability to build relationships.
  • Strategic Thinking: Good commercial acumen and the ability to identify and capitalize on economic opportunities.
  • Decisiveness: Demonstrate decisiveness and adaptability, with a sense of urgency and a bias for action.
  • Organizational Design: Extensive experience in organizational design and implementation.
  • Policy Formulation: Hands-on experience in policy formulation and implementation, particularly in the public sector.
  • Communication: Outstanding communication, leadership, interpersonal, and influencing skills.

Chapter Six of the Constitution of Kenya 2010 Requirements

Shortlisted candidates will be required to have valid:

  • Tax Compliance Certificate from Kenya Revenue Authority (KRA)
  • Police Clearance Certificate from the Directorate of Criminal Investigations
  • Self-Declaration Form stamped by the Ethics & Anti-Corruption Commission (EACC)
  • Certificate of Clearance from the Higher Education Loans Board (HELB)
  • Clearance Certificate from a recognized Credit Reference Bureau (CRB)

Contract Details

  • Term: Three-year contract, renewable once subject to satisfactory performance or attainment of mandatory retirement age.
