Background:

The National Coalition of Human Rights Defenders- Kenya (Defenders Coalition) is a reputable national organization dedicated to promoting the safety, security, and wellbeing of Human Rights Defenders (HRDs). Established in 2007, Defenders Coalition is the primary defender of HRDs in Kenya, committed to their protection.

Objective: Development of Information and Communication Technology (ICT) Policy

Defenders Coalition is seeking a proficient ICT Policy Consultant to craft a comprehensive ICT Policy that aligns with organizational goals and enhances operational efficiency.

Purpose of the ICT Policy:

This ICT Policy will establish clear guidelines and protocols for the utilization of ICT resources within Defenders Coalition. As a hub for programs, projects, and administrative functions, the organization aims to ensure streamlined ICT resource management.

Responsibilities:

  • Analyze Defenders Coalition’s program objectives and their corresponding ICT needs.
  • Evaluate the current ICT Infrastructure and communication systems.
  • Develop a detailed ICT Policy document for Defenders Coalition.
  • Create an actionable plan for ICT Policy implementation with a defined timeframe.
  • Provide indicative costing for budgeting and financial planning purposes.

Methodology:

The ICT Policy’s creation will be led by an external consultant, collaborating closely with the Defenders Coalition’s Executive Director. The consultant will design a technical methodology and framework, taking into account the organization’s strategy and policy environment.

Qualifications and Expertise:

  • Master’s degree in Computer Science, Cybersecurity, BA in Information Systems, or equivalent.
  • 5 years of ICT consulting experience, including policy development.
  • Multicultural team experience in human rights organizations or communities.
  • Proven ability to create practical policy documents.
  • Strong communication skills (oral, written, presentation).
  • Proficiency in data governance, data protection policies, and regulatory compliance.
  • Knowledge of ICT Infrastructure requirements and digital access expansion strategies.
  • Demonstrated expertise in developing ICT Policies and strategies.
  • Experience in ICT research and analysis in the context of human rights.
  • Skilled in ICT implementation and technology application.

Remuneration:

The consultant should provide both financial and technical proposals, covering all project aspects. The technical proposal must outline the solution, while the financial proposal should encompass professional and support costs.
