Job Overview
In this impactful role as an HR Associate at the United Nations High Commissioner for Refugees (UNHCR), you will play a crucial part in implementing HR operational activities to ensure the timely provision of HR solutions. Your responsibilities will span a range of critical functions including recruitment, talent acquisition, workforce planning, compliance enforcement, and promoting a positive HR culture.
Key Responsibilities
Recruitment and Talent Acquisition
- Administer the recruitment, assignment, and separation of local staff within the assigned area of responsibility (AOR) adhering to UN/UNHCR rules and procedures.
- Update and maintain personnel records, including HR module entries, ensuring accuracy and completeness.
- Participate in local staff recruitment, coordinating vacancy notices, tests, interviews, and submissions for the Assignments Committee (AC) review.
- Contribute to outreach campaigns aimed at attracting diverse applicants.
- Provide advice to staff, fostering an inclusive work environment.
Workforce Planning and Support
- Assist with recruitment processes related to affiliate workforce, including MSRP entries.
- Contribute to workforce planning activities to ensure optimal staffing levels.
- Establish a customer-service-oriented HR culture that values innovation, proactivity, and high performance.
- Ensure compliance with UNHCR’s HR policies, UN staff rules, and regulations.
Talent Management and Development
- Provide onboarding, induction, reintegration, and offboarding support to colleagues.
- Support the implementation of HR initiatives to foster positive people management practices and promote diversity and inclusion.
- Offer guidance on rights, obligations, benefits, and entitlements to staff members and affiliate workforce.
Duty of Care and Employee Well-being
- Assist in security and medical evacuations, maintaining accurate tracking records for staff and families in case of emergencies.
- Administer the UNHCR medical insurance plan for locally recruited staff.
- Proactively identify and address issues affecting the workforce’s well-being.
Desired Qualifications
Education and Experience
- High School Diploma with 3 years of relevant experience; OR Bachelor’s degree with 2 years of relevant work experience.
- Certificates and Licenses: Business Administration, Office Management, Human Resources Management or related field.
Essential Skills
- Experience in Human Resources, with knowledge of HR policies, processes, and systems.
- Familiarity with UN/UNHCR Administrative Rules, Regulations, and Procedures.
- Computer literacy, including proficiency in Microsoft Office.
Desirable Skills
- Experience in HR information technology systems and tools.
- Previous work experience with the United Nations or in a multi-cultural setting.
Language Requirements
- Knowledge of English and UN working language of the duty station if not English.
- For General Service jobs: Knowledge of English and/or UN working language of the duty station if not English.
