About WHO Health Emergencies Programme

At the core of WHO’s Health Emergencies Programme (The Programme) is a mission to help countries prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. The Programme coordinates international action to achieve this goal.

Role Overview

As a Health Logistics Assistant within the WHO Health Emergencies Incident Management System, you’ll play a crucial role in overseeing and managing the Supply Chain and Operation support unit for health emergency responses. Your responsibilities include ensuring an efficient supply process, full compliance with WHO rules and SOPs, and deployment to emergency operations when needed.

Key Responsibilities

Work Plan and Operations Monitoring

  1. Follow the unit’s work plan and OSL OPS monitoring tools according to supervisor requirements.

Logistics Support

  1. Ensure logistics support for daily Emergency response team activities with appropriate transportation means, facilities, and equipment.

Supply Dispatch

  1. Provide timely and proactive assistance and support to the supervisor for all supply dispatches by arranging adequate transport needs.

Field Office Setup

  1. Coordinate the establishment of required field offices and telecommunication network capacity in compliance with WHO rules and procedures in collaboration with the WCO’s Asset Manager and ICT manager.

Fleet Management

  1. In the absence of the fleet manager, supervise fleet management procedures including planning, maintenance, monitoring, and reporting, ensuring adequate staff transportation means and organizational set up.

Essential Equipment

  1. Assist in maintaining required stockpiles of essential emergency equipment, e.g. personal deployment material, radios, satellite telephones, IT equipment, visibility, etc.

Material Requests

  1. Prepare internal requests for materials, medical kits, etc., required by the counties from the Central warehouse.

Infrastructure Maintenance

  1. Assist the officer in charge of Office, EOC, and Compound management to ensure adequate infrastructure maintenance (Minor repairs, Power Supply access, Cleanliness of premises…).

Transport Needs

  1. Assist EPR teams to define their transport needs, work with WHE fleet management to allocate vehicles, and estimate rental vehicle costs for ERP management approval.

Fleet and Procurement

  1. Work closely with Fleet and procurement teams to ensure that both rental and WHO vehicles are well maintained and have sufficient fuel for day-to-day operations. Ensure assignment renewals as per IMs instruction.

Living Conditions

  1. In close cooperation with the Field Security Officer, ensure appropriate and safe living conditions for WHO-deployed staff and responders.

Cold Chain Facilities

  1. Provide quality assistance in setting up and maintaining cold chain facilities for medical items requiring temperature control environments.

Reporting and Remedial Actions

  1. Monitor and report regularly to the OSL Officer, drawing attention to needs, gaps, and problems, and propose remedial actions regarding Operation Support activities.

Warehouse Management

  1. When required, support day-to-day warehouse management.

Field Living Accommodation

  1. When required at remote operation areas, assess and recommend field living accommodation to ERP management and actively participate in the implementation.

Incident-Specific Duties

  1. Perform any other related incident-specific duties as required by the functional supervisor.



  • Essential: Completion of Secondary education or Equivalent Technical training or specialization in Logistics, Business Management, Fleet Management, or related field.
  • Desirable: University Degree in Logistics, business management, or any other related field.
  • Proficiency in the use of modern office technology (ERP) through in-house courses, on-the-job training, or self-training.


  • At least 5 years of relevant experience in Logistics, Fleet Management, Administration at the national and international NGO/WHO/UN Agencies is an asset.


  1. Sound knowledge of the principles, practice, business processes, and techniques in Logistics/Procurement/Asset management/Facility Management.
  2. Knowledge of Fleet management procedures including planning, maintenance, monitoring, and reporting.
  3. Good understanding of logistics, operations, warehouse business processes in a complex work environment.
  4. Ability to collect, analyze, and make sound recommendations for decision-making.
  5. Demonstrate ability to coordinate tasks to meet deadlines.
  6. Proficiency in using the Microsoft Office Suite, especially Excel, Word, and presentation software.

Language Skills

  • Excellent knowledge of both written and spoken English.
