About USAID Dumisha Afya Program

The USAID Dumisha Afya Program is a five-year service delivery initiative funded by USAID, under the auspices of Mix Teaching and Referral Hospital (MTRH). This project aims to provide sustainable health efforts by enhancing access to health and social services in Bungoma County and the surrounding areas. The project focuses on HIV prevention, care, and treatment services, supporting the Kenyan Government in addressing HIV/AIDS among adolescents and the most vulnerable populations. Our mission is to ensure the rights and welfare of children and youth by promoting the use of quality primary healthcare.

Job Summary

We are looking for a dedicated and experienced Health Financing Officer to join our team in Bungoma County. The incumbent will provide technical support to county health departments in sector planning, budgeting, and prioritization of strategic programs. This role is crucial in facilitating discussions between the health department and key county structures, ensuring efficient allocation of health resources, and implementing health financing strategies aligned with national policies and goals.

Key Responsibilities

• Technical Support: Provide technical assistance to county health departments in sector planning and budgeting, focusing on HIV and other health priorities.
• Stakeholder Engagement: Facilitate discussions between the health department and key county structures such as the county assembly, treasury, and governorship to prioritize health interventions.
• Policy Advisory: Represent the project at county and intergovernmental policy forums, providing technical advisory on policy design and implementation.
• Strategic Frameworks: Support counties in designing and implementing health financing strategic frameworks aligned with national health policy and Universal Health Coverage (UHC) goals.
• Public Financial Management: Provide technical assistance in designing and implementing public financial management laws and regulations.
• Resource Mobilization: Assist county health departments in developing strategies to increase health sector resources.
• Partnership Building: Build strong partnerships with government and key stakeholders to align project objectives with government priorities and ensure successful project implementation.
• Monitoring and Evaluation: Collaborate with the project M&E lead to develop metrics for monitoring and measuring health financing interventions against benchmarks and support the learning agenda.

Qualifications and Experience

• Educational Background: University degree in Economics, Public Health, Health Systems Management, or a related discipline.
• Professional Experience: At least five years of experience managing health-funded projects in a devolved setting.
• Knowledge: In-depth understanding of Kenya’s public financial management processes, legal frameworks, and health system.
• Skills: Excellent analytical, communication, and interpersonal skills.

Terms of Employment

The successful candidate will be engaged on a one-year contract, with a possibility of renewal based on performance, availability of funds, and the need for services.
