Our client, a deposit-taking (DT) Sacco based in Nairobi, is seeking to fill the role of Head of Risk & Compliance.

Job Summary

Reporting to the Chief Executive Officer, the Head of Risk & Compliance will play a crucial role in maintaining the integrity and efficiency of the company’s operations. The role involves conducting thorough reviews of business policies and procedures to ensure they meet regulatory standards and best practices.

Roles and Responsibilities

• Develop and Implement HR Strategies: Align HR strategies and initiatives with overall business objectives.
• Conduct Internal Audits and Reviews: Report on compliance with internal policies, procedures, and relevant laws and regulations.
• Risk Management Process: Design, implement, and periodically review the overall risk management process.
• Internal Control Systems: Review the adequacy, design, and effectiveness of internal control systems.
• Reporting: Prepare and present reports to the Audit & Risk Committee on the status of Sacco risks and the outcome of internal audits, reviews, and investigations.
• Risk & Compliance Strategy: Prepare and implement a comprehensive strategy for risk and compliance.
• Risk Register: Establish and regularly update the Sacco risk register.
• Strategic Plan Input: Provide risk management and governance input for Sacco’s Strategic Plan preparation and review.
• External Audit Follow-Up: Follow up on the implementation of recommendations from external auditors.
• Fraud Investigation: Investigate fraud and irregularities and review fraud prevention measures.
• Business Proposals and Contracts: Review internal business proposals and major contracts involving third parties.
• Industry Developments: Identify and communicate industry developments and changes in best practices for risk management and compliance.
• Asset Security and Safety: Monitor and document the security and safety of Sacco assets.
• Governance Promotion: Promote Sacco governance through participation in the election process of delegates and the board of directors.
• Departmental Budget: Prepare and manage the departmental budget.
• Performance Appraisal: Set targets and conduct performance appraisals for the Risk & Compliance Officer.

Qualifications and Experience

• Educational Background:
  • Bachelor’s Degree in Business, Accounting, Economics, or Management.
  • Master’s degree in a relevant field.
  • Professional certifications such as CPA (K), IIA, CISA, CFA.
  • Membership of the Institute of Certified Public Accountants (ICPAK) or a relevant professional body.
• Work Experience:
  • Minimum of eight (8) years of relevant management experience in a busy deposit-taking Sacco or any other financial institution.
  • Sound knowledge of deposit-taking Sacco accounting standards (IFRS) and regulatory (SASRA) guidelines governing DTS’s.
• Technical Skills:
  • Proficiency in computer applications, especially accounting packages and systems.

• Auditing Standards: Understanding of internal auditing standards.
• Industry Trends: Ability to identify future possibilities, opportunities, and risks based on industry trends and vulnerabilities.
• Internal Audit Standards: Knowledge and application of internal audit standards in the financial services industry.
• Security Improvements: Ability to review and recommend security quality improvements in line with technological and product changes.
• Workflow Documentation: Ability to understand and document workflows and business processes.
