Introduction

PACIDA, a renowned regional NGO committed to fostering sustainable community development through emergency, rehabilitation, and development programs, is looking for a Finance Officer to join its dynamic team. This role provides an exciting opportunity to work with a high-performing organization and contribute to impactful financial management and operational excellence. The Finance Officer will support PACIDA’s mission of transparency and accountability by ensuring compliance with USAID regulations and internal policies.

This position is based in Marsabit and offers a chance to make a meaningful difference in the lives of vulnerable communities.


Key Responsibilities

Accounting and Financial Management

  • Invoice Management: Collect and verify invoices, ensuring compliance with USAID and PACIDA accounting policies.
  • Payment Processing: Prepare and manage invoice payments for field offices, vendors, and staff, assigning accurate general ledger (GL) codes and adjustments.
  • Compliance: Process payments in adherence to PACIDA policies and USAID regulations, including procurement, cost norms, internal controls, and cash/bank management.
  • Financial Reporting: Assist the Finance Manager in preparing monthly, quarterly, and annual financial reports for donors and internal stakeholders. Archive financial documents and upload supporting files to PACIDA’s SharePoint weekly.
  • Field Support: Provide financial training to field staff, review management practices, and participate in PACIDA workshops.
  • Audit Preparation: Support internal and external audit processes to ensure compliance.
  • Perform additional duties as assigned by the Finance Manager.

Tax Accounting and Reimbursements

  • Tax Compliance: Record and file tax-related invoices for projects, ensuring compliance with tax regulations and facilitating claims with USAID.
  • Reconciliation: Manage and reconcile tax claims, ensuring timely submission of documentation.
  • Reimbursement Documentation: Prepare and process reimbursement claims for pending invoices.

Data Processing and Reconciliation

  • Template Development: Collaborate with the Finance Manager to develop tailored templates for budget monitoring, expenditure tracking, and procurement.
  • Monthly Reconciliations: Prepare accurate and timely monthly reconciliations to support operational efficiency.

Organizational Learning

  • Skill Development: Dedicate time to learning activities that enhance PACIDA’s capacity and personal professional growth.

Qualifications and Skills

Education and Experience

  • Degree: Bachelor’s degree in accounting, finance, or related fields.
  • Experience: 5-7 years of relevant work experience, with demonstrated expertise in USAID assistance awards.
  • Contract Types: Familiarity with fixed-price, cost-reimbursable, time and material, and incentive-based contracts.

Technical Skills

  • Software Proficiency: Advanced Excel skills and experience with accounting software such as SAGE.
  • Data Reconciliation: Proven ability to reconcile complex data in accounting systems.
  • Statutory Knowledge: Expertise in interpreting and applying regulatory language for executing awards and contracts.

Interpersonal Skills

  • Strong problem-solving abilities and a positive, collaborative mindset.
  • Excellent interpersonal, team-building, and communication skills.
  • Prior experience providing compliance training in diverse cultural settings.
