In this role, you will play a pivotal part in ensuring the financial stability and administrative efficiency of RELI Africa, a network comprising over 70+ organizations across Kenya, Uganda, and Tanzania, all dedicated to achieving inclusive learning for all children in East Africa.

About the Finance Officer

Minimum Qualifications and Experience Requirements:

  • Bachelor’s degree in Finance or Accounting.
  • Certified Public Accountant (CPA III) or equivalent professional level.
  • Proficiency in computer packages including word processing, spreadsheets, and PowerPoint.
  • A minimum of 4 years of relevant experience in an NGO multi-cultural setting.
  • Demonstrated leadership, versatility, and integrity.
  • Knowledge of Accounting Software.

Key Responsibilities

SECRETARIAT ACCOUNTING AND FINANCE (50%)

  • Review and approve all payments, ensuring compliance with RELI Africa and donor policies.
  • Conduct financial analysis to guide management decision-making.
  • Manage cash flow and conduct monthly bank and M-Pesa reconciliations.
  • Ensure all financial transactions adhere to RELI Africa procedures and policies.
  • Review and verify all expense receipts before entering them into the accounting system.
  • Oversee procurement transactions to ensure accuracy of documentation and approvals.
  • Monthly reconciliation of Account Receivables and Account Payables.
  • Maintain proper accounting documentation.
  • Examine monthly wire transfer requests and project expenditures.
  • Manage petty cash.
  • Prepare and settle statutory payroll deductions.
  • Monthly accounts preparation.
  • Maintain banking relationships.
  • Proper bookkeeping and archiving.
  • Prepare supporting schedules for financial statements.
  • Prepare year-end accruals and monthly reconciliation.
  • Prepare payroll journal and monthly reconciliation.

FINANCIAL POLICIES & IMPLEMENTATION (15%)

  • Develop, implement, review, and update financial management policies.
  • Establish and implement internal controls, procedures, and systems.
  • Plan, organize, and train staff on organizational policies.
  • Support in setting up new programs and persons in finance and administrative systems.

BUDGETING & REPORTING (15%)

  • Assist project managers and partners in budget phasing and realignment.
  • Support the preparation of Detailed Budget Sheets (DBS).
  • Produce budget monitoring information (PMS) and review with budget holders.
  • Prepare and submit grant reports to donors.
  • Act as the finance focal point person for external parties.
  • Review draft donor agreements and provide informed advice to the CEO.

FINANCIAL AUDITS (10%)

  • Contract and engage internal and external auditors.
  • Prepare financial statements for audit purposes.
  • Provide auditors with relevant financial information and documentation.
  • Implement audit recommendations.

RISK MANAGEMENT & COMPLIANCE (10%)

  • Identify operational risks and assist in risk identification.
  • Maintain an up-to-date overall risk register.
  • Compile and review quarterly risk management reports.
  • Implement risk treatment measures.
  • Participate in risk evaluation on an annual basis.
  • Review annual returns and ensure timely remittance of statutory deductions.
