ROLE PURPOSE

The Finance Manager will support the Director of Finance in developing and implementing the financial strategy of the Kenya & Madagascar Country Office. This role is critical in ensuring the financial health of the organization, providing expert financial business partnering services, and maintaining high standards of financial management at the field office level. The Finance Manager will also deputize for the Director of Finance during periods of absence, ensuring continuity in financial oversight and strategy.

Key Responsibilities

1. Budgeting & Reporting
  • Strategic Financial Partner: Act as the key Finance Business Partner to the Director of Finance and Program Implementation team to support strategic decision-making.
  • Master Budget Ownership: Lead the master budget process at both the Country Office and Field levels, ensuring efficient and effective resource allocation and financial sustainability.
  • Donor Budget Expertise: Provide financial expertise during the donor budget proposal process, ensuring that proposals are high quality, meet ground needs, and include necessary shared costs.
  • Budget Phasing and Realignment: Collaborate with the program implementation team to phase and realign budgets effectively.
  • Financial Reporting: Deliver high-quality weekly and monthly financial budget vs. actual (BvA) reports.
  • Risk Mitigation: Proactively manage and close out awards from a financial perspective to minimize the risk of donor disallowances.
  • Training and Capacity Building: Ensure budget holders understand their responsibilities through continuous training and capacity building.
  • Risk Management: Identify and manage all key risks, especially financial, related to delivering the Country Office program.
  • Ad Hoc Financial Analysis: Provide value-added financial analysis to budget holders to inform decision-making.
2. Partnership Development and Management
  • Capacity Assessment: Conduct capacity assessments of partner organizations to identify capacity gaps and areas requiring support for effective program financial management.
  • Support Visits: Undertake regular support visits to partner organizations to discuss financial and operational issues, identify needs, and provide support.
  • Budget and Work Plan Development: Assist partners in developing project budgets, work plans, cash transfer plans, and procurement plans.
  • Audit Support: Support partners during external audits and ensure the implementation of auditors’ recommendations.
  • Monitoring and Follow-up: Monitor and follow up on the implementation of agreed work plans and budgets, ensuring alignment with program objectives and partnership agreements.
3. Field Operations Finance
  • Financial Management Leadership: Ensure best-in-class financial management at the field office level, including recruitment, succession planning, capacity building, and compliance with internal controls.
  • Regular Field Visits: Conduct regular visits to field locations to oversee financial management practices.
4. Staff Leadership, Mentorship, and Development
  • Organizational Design: Ensure appropriate staffing and efficient organizational design within the Budgeting & Reporting and Field Finance teams.
  • Empowerment: Empower staff to perform their roles effectively by providing clear expectations and ongoing support.
  • Team Management: Lead the team by setting expectations, providing technical support, and conducting regular performance evaluations.
  • Recruitment and Development: Oversee the recruitment, training, and professional development of team members.
  • Performance Management: Utilize the Performance Management System to set clear objectives, provide feedback, and conduct fair evaluations.
    • Coaching and Mentoring: Offer coaching and mentoring to team members to support their development.
    • Performance Documentation: Document any performance that falls below expectations and implement performance improvement plans.
  • Additional Duties: Perform any other duties as assigned by the Line Manager.

Qualifications and Experience

  • Education:
    • Bachelor’s Degree: Finance and Accounting, Business Administration, or a related discipline.
    • Master’s Degree: Preferred in Finance and Accounting, Business Administration, or a related discipline.
    • Chartered Accountant: CPA, ACMA, ACA, ACCA required.
  • Experience:
    • Management Experience: Minimum of 8+ years in a corporate or NGO environment, with 3-5 years at a senior management level within a finance department.
    • Strategic Mindset: Ability to lead, inspire, and achieve results in a challenging context.
    • Team Player: Strong interpersonal skills with the ability to communicate effectively with diverse stakeholders.
    • Analytical Skills: Strong analytical, decision-making, and strategic planning skills with the ability to articulate complex information clearly.
    • Problem-Solving: Solutions-focused with the ability to identify weaknesses and drive continuous improvement.
    • Prioritization and Planning: Ability to manage a complex and diverse workload with tight deadlines.
    • Coaching and Mentoring: Ability to coach, mentor, and delegate effectively, providing developmental guidance to staff.
    • Self-Starter: Willingness to go the extra mile to achieve goals.
  • Technical Skills:
    • Financial and Business Planning: Strong understanding of financial systems, budgeting, and strategic modeling.
    • Technology Proficiency: Proficient in computerized accounts packages, Excel, PowerPoint, and Word.
    • Understanding of Organizational Values: Full appreciation of cooperation within international teams and alignment with organizational values.
  • Language Skills:
    • English: Written and verbal fluency required.
Desirable Experience
  • NGO Sector: 7 years of experience within the NGO/charities sector.
  • Emergency Contexts: Experience working in emergency contexts.
  • Donor Compliance: Understanding of major donor compliance regulations (USAID, DFID, ECHO, UN, etc.).
