Are you a seasoned humanitarian professional passionate about education in emergencies? Plan International Finland is on the lookout for an experienced Education in Emergencies (EiE) Specialist to fortify our humanitarian team. As an EiE Specialist, you’ll take the lead in providing expert guidance and support for EiE project designs and implementation. You’ll collaborate closely with a diverse team of program specialists within Plan International Finland and Plan International country teams, reporting directly to the Programme Director of Plan International Finland.

Your Role

As the EiE Specialist, your pivotal responsibilities include:

Providing Technical Expertise: Offer expert insight into EiE for project planning, design, monitoring, and evaluation.

Integrated Response: Foster seamless integration between child protection, gender, and EiE within humanitarian efforts.

Compliance Advocate: Ensure adherence to INEE minimum standards and other global and context-specific guidelines.

Data-driven Decisions: Support data collection, analysis, monitoring, and donor reporting for ongoing EiE projects.

Assessment Leadership: Lead EiE needs assessments and support the analysis of assessment data.

Capacity Building: Develop training materials, guidance documents, and toolkits for EiE, while creating comprehensive capacity building plans. Provide training and mentorship to program staff and partners.

Fundraising and Representation: Engage in institutional fundraising, proposal development, and donor engagement, including Finnish MFA, ECHO, and UN agencies. Represent Plan International Finland in EiE coordination mechanisms and forums.

Best Practices: Promote knowledge sharing and the adoption of best practices in Inclusive and Quality Education programming, with a focus on emergencies.

The role demands significant travel and readiness to be deployed up to 40% of your work time, occasionally to hazardous environments and on short notice. There will be periods of intense work that require extended working hours.

Qualifications

To be successful in this role, you should have:

  • Educational Background: A university degree or equivalent in education or a related field.
  • Humanitarian Expertise: Extensive experience in planning, designing, and implementing integrated humanitarian programs.
  • Contextual Experience: Significant experience in working in various humanitarian contexts (e.g., refugee, conflict, rapid onset), preferably with field-based roles.
  • Technical Proficiency: A proven ability to provide technical support and oversight for EiE programs.
  • Standards Knowledge: Strong knowledge of and experience in INEE Minimum Standards and Education Cluster coordination.
  • Analytical Skills: Strong analytical capabilities.
  • Assessment Experience: Experience in education needs assessments, including rapid needs/MIRA assessments.
  • Training Competence: Competence in designing and delivering training related to EiE.
  • Program Design: Experience in program design and proposal development.
  • Gender and Inclusion: Experience in gender-sensitive programming and working with gender and age markers. Experience in disability inclusion in education is an asset.
  • Integrated Programming: Familiarity with integrated programming, especially in Child Protection in Emergencies (CPiE) and EiE.
  • Language Skills: Fluency in English, both written and spoken. Portuguese is an asset.
  • Communication Skills: Excellent negotiation and representation skills.
  • Cultural Competence: Experience and the ability to work comfortably with an ethnically diverse staff in a sensitive environment.

Location: The position is based in Helsinki, Finland, or in an office location where Plan International has a presence and can employ on behalf of Plan International Finland.
