Job Purpose:

Provides strategic leadership in the formulation and implementation of corporate strategy in the management of human capital, organizational physical infrastructure, security, corporate branding, marketing, and customer care. The role supports KEBS mandate on Standards, Metrology, and Conformity Assessment (SMCA) to promote local, regional, and international trade while safeguarding consumer health and safety and protecting the environment. Articulates KEBS’ position on matters of Human Resource, Administration, Marketing, Customer Care, and Security, and negotiates on behalf of the organization at national, regional, and international levels to enhance sustainability of KEBS operations.

Key Responsibilities/ Duties / Tasks:

I. Managerial / Supervisory Responsibilities

a) Formulating Policies and Strategies:

  • Provides strategic leadership in formulating and implementing policies and strategies for Human Resource, Administration, Marketing, Security, and Customer Care.
  • Identifies and prioritizes internal and external issues to attract and retain competent staff and safeguard KEBS’ assets and brand equity.

b) Building Partnerships:

  • Establishes and maintains linkages and partnerships with National, Regional, and International organizations to enhance efficiency in delivering KEBS’ mandate and maintain international recognition.

c) Human Resource Management:

  • Develops and implements the corporate strategic human resource plan in accordance with statutory and regulatory requirements.
  • Advocates for staff development and competence through formal training and mentorship programs.

d) Marketing and Branding:

  • Formulates and implements a comprehensive marketing, communications, and public relations strategy to enhance KEBS’ image nationally, regionally, and internationally.

e) Customer Service:

  • Creates a customer-centric culture and implements customer service strategies to improve customer satisfaction.

f) Performance Management:

  • Implements performance management and productivity improvement strategies for effective service delivery.

g) Welfare and Physical Infrastructure:

  • Ensures a conducive working environment by providing welfare services and maintaining physical infrastructure.

h) Business Continuity and Risk Management:

  • Develops and implements business continuity strategies and risk management framework for sustainability and achievement of organizational objectives.

i) Resource Mobilization:

  • Develops and implements resource mobilization strategies for financial sustainability.

II. Operational Responsibilities / Tasks:

  • Oversees the development and implementation of work plans, budget, and procurement plans in the directorate.
  • Provides technical advice to the Managing Director on matters related to Human Resource, Administration, Marketing & Customer Care, and Security.
  • Implements the customer feedback management framework and Access to Information Act.

Job Dimensions:

I. Financial Responsibility

  • Approves the directorate expenditure of approximately KES. 3.5 Billion per annum.
  • Generates rental income of approximately KES 5.5 Million.
  • Accounts for cost minimization and resource optimization strategies.

II. Responsibility for Physical Assets

  • Responsible for physical assets in the organization worth approximately KES 3.3 Billion.

III. Decision Making / Job Influence

  • Makes strategic, operational, and financial decisions.

IV. Working Conditions

  • Works predominantly within the office.
  • Expected to travel within and outside the country.

Job Competencies (Knowledge, Experience, and Attributes / Skills):

Academic Qualifications:

  • Master’s degree in business or Management related field.
  • Bachelor’s degree in Human Resource or social sciences with Post Graduate Diploma in Human resource.

Professional Qualifications / Membership to Professional Bodies:

  • Certified Human Resource Professional, Kenya (CHRP-K).
  • Practicing Certificate in Human Resource Management.
  • Membership in Institute of Human Resource Management (IHRM), Chartered Institute of Marketing, Institute of Customer Service-Kenya (ICS-K), Public Relations Society of Kenya (PRSK), and other relevant professional bodies.

Previous Relevant Work Experience Required:

  • At least twelve (12) years of relevant work experience, with five (5) years in a senior management position.
