Position Overview

As the Director of Capacity Building, Research, and Data Management, you will play a pivotal role in overseeing the development, interpretation, implementation, and review of policies, standards, and guidelines in these critical areas. You’ll report directly to the Director General and lead initiatives that provide vocational information, guidance, and employment counseling to the unemployed. Your work will contribute to bridging the gap between job seekers’ skills and the labor market’s requirements, ultimately shaping employment policies and trends.

Key Responsibilities

1. Policy Leadership

  • Oversee the development, interpretation, implementation, and review of Capacity Building, Research, and Data Management policies, standards, and guidelines.

2. Capacity Building

  • Lead capacity building initiatives aimed at enhancing workforce skills and employability.

3. Employment Promotion

  • Provide vocational information, guidance, and employment counseling to the unemployed, promoting employment opportunities.

4. Labor Market Insights

  • Coordinate periodic surveys on labor market skills requirements and provide guidance to training institutions and job seekers to align skills with market demands.

5. Research Dissemination

  • Disseminate research findings on employment trends to inform policy decisions and drive positive change.

6. Market Intelligence

  • Provide quantitative and qualitative information on the labor market to assist labor market agents in making informed decisions.

Qualifications and Skills

To qualify for this role, you should have:

1. Experience

  • A minimum of twelve (12) years of relevant work experience, with at least five (5) years in a management role in a comparable and relevant position in the Public Service.

2. Education

  • A Bachelor’s degree in various disciplines, including but not limited to Labor Relations, Industrial Relations, Human Resource Management/Development/Planning, Law, Business Administration, Management and Office Administration, Management and Leadership, Economics, Sociology, Psychology, Anthropology, Statistics, Labour and Development Studies, Public Administration, or International Relations.

3. Advanced Degree

  • A Master’s degree in one of the disciplines mentioned above or an equivalent qualification from a recognized institution.

4. Leadership and Management

  • Completion of leadership and management courses lasting not less than four (4) weeks.

5. Professional Membership

  • Membership of the Institute of Human Resource Management in good standing.

6. Technical Skills

  • Proficiency in computer applications.

7. Performance

  • Demonstrated results in work performance.

8. Communication

  • Strong communication skills.

9. Integrity

  • Meet the provisions of Chapter Six of the Constitution.
