Introduction

Are you passionate about compliance and ensuring adherence to international donor regulations? PACIDA, a regional NGO committed to linking emergency, rehabilitation, and sustainable development, is seeking an experienced Compliance Officer – USAID to join our dedicated team. This critical role is key to promoting a culture of compliance and supporting impactful programs in the community.

As a Compliance Officer, you will work closely with internal and external stakeholders to ensure compliance with USAID statutory regulations and local government requirements. With a focus on grants and contracts, you will enable PACIDA to deliver its programs effectively and responsibly while minimizing compliance risks.

Key Responsibilities

1. USAID Compliance Expertise

  • Serve as the subject matter expert on USAID compliance, addressing complex compliance queries during both pre-award and post-award phases.
  • Continuously review PACIDA’s internal policies, ensuring full alignment with USAID regulations.
  • Research and analyze USAID compliance requirements, providing actionable guidance to PACIDA teams.
  • Inform PACIDA of regulatory updates and create tools for ongoing adherence to changes in USAID compliance.

2. Policy Development and Collaboration

  • Develop and implement policies, guidelines, templates, and tools tailored to USAID acquisition compliance.
  • Collaborate with various departments (Finance, Operations, Programs, and Partnerships) to ensure organizational compliance.
  • Support negotiations with USAID donors and partners, ensuring PACIDA’s interests are well-represented.

3. Risk Analysis and Financial Oversight

  • Conduct risk analysis, provide recommendations, and ensure mitigation measures are in place.
  • Support donor proposal budgeting, institutional income analysis, and donor contract expenditure tracking.
  • Contribute to the implementation of enhanced financial systems and processes for better donor reporting and compliance.

4. Training and Knowledge Building

  • Partner with HR to deliver compliance training, fostering knowledge and adherence to USAID standards across the organization.
  • Promote a culture of compliance by providing advisory and training sessions to staff, subcontractors, and sub-awardees.

5. Operational and Strategic Support

  • Assist the Finance Manager in developing and implementing annual action plans to ensure quality programming.
  • Build strong relationships with internal stakeholders and external advisors to ensure smooth operations and compliance.
  • Support organizational problem-solving and drive high-performance initiatives within complex environments.

6. Other Duties

  • Perform additional responsibilities as assigned by the Finance Manager to support PACIDA’s mission and vision.

Qualifications and Skills

Education and Certification

  • Bachelor’s degree in Business Administration, Law, International Relations, or a related field.

Experience

  • 5–7 years of relevant professional experience in external/internal audit, risk management, and compliance.
  • Proven expertise in applying Federal Acquisition Regulations (FAR) and USAID Acquisition Regulation (AIDAR).
  • Experience with various contract types, including fixed-price, cost-reimbursable, time and material, and incentive-based contracts.
  • Prior experience in compliance training, especially in multicultural settings.

Skills

  • Strong understanding of statutory and regulatory language for executing awards and contracts.
  • Developed knowledge of professional business standards to create a high-performing and accountable environment.
  • Problem-solving and operational skills for managing complex organizations.
  • Positive thinker and collaborative problem solver.
  • Excellent interpersonal, team-building, and communication skills.
