JOB DESCRIPTION: CLERK OF THE COUNTY ASSEMBLY (CASB 12)


Introduction: Welcome to an exciting opportunity with the Migori County Assembly Service Board! We are currently seeking a highly qualified and dynamic individual to fill the position of Clerk of the County Assembly (CASB 12). As the administrative head, the successful candidate will play a pivotal role in the efficient functioning of the County Assembly and contribute to the development of Migori County.


Duties and Responsibilities: As the Clerk of the County Assembly, you will be responsible for a range of critical functions, including but not limited to:

  1. Administrative Leadership:
    • Serve as the administrative head of the County Assembly.
    • Act as the Accounting Officer and Authorized Officer for the County Assembly.
  2. Board Secretary:
    • Perform the role of Secretary to the County Assembly Service Board.
  3. Policy Implementation:
    • Implement all policy decisions made by the County Assembly Service Board.
  4. Public Engagement:
    • Enhance public understanding and knowledge of the County Assembly’s work.
    • Increase public accessibility to promote transparency.
  5. Legislative Advisor:
    • Provide advice on legislative procedures, practices, conventions, and traditions to the Speaker, Presiding Officers, and Honorable Members.

Qualifications: To be considered for this position, you must possess the following qualifications:

  1. Education:
    • Master’s Degree in a relevant discipline from a recognized Kenyan university or its equivalent.
  2. Professional Membership:
    • Membership to a relevant professional body or association.
  3. Experience:
    • Knowledge and experience of not less than five (5) years.

Preferential Criteria: During the selection process, preference will be given to applicants in the following order:

  1. Applicants serving in the position at the County Assembly on the basis of secondment.
  2. Applicants serving in the Executive Arm of the County Government of Migori.
  3. Applicants serving in the public service in the Republic.
  4. Applicants who are residents of Migori County.
  5. Applicants from the rest of the Country.
