Job Description

Role Purpose

The Advocacy & Campaigns Officer will play a crucial role in advancing Save the Children’s mission to advocate for children’s rights and improve the health and nutrition outcomes of children in Kenya. Working closely with both National and County Health Management Teams, this role will focus on evidence-based advocacy to influence policies, practices, and public opinion that benefit the most deprived children in Kenya.

The officer will be responsible for the development and implementation of a comprehensive county-level advocacy plan that aligns with Save the Children’s strategic objectives. The plan will emphasize maternal and newborn health, identifying targets and processes for influencing policy formulation, change, and implementation.

Key Responsibilities

1. Strategy Development and Implementation

  • Develop and Implement Advocacy Strategies: Lead the development and execution of advocacy strategies at the county level, particularly focusing on Maternal and Newborn Health (MNH). This includes creating an annual implementation work plan that aligns with national advocacy efforts.
  • Budget Advocacy: Collaborate with health and nutrition teams to support budget advocacy work, including tracking resource allocation for child survival interventions. This work is critical for ensuring that health and nutrition receive adequate funding at the county level.
  • Evidence-Based Advocacy: Ensure all advocacy messages are grounded in high-quality, evidence-based research and learning generated from Save the Children’s programs.
  • Child Participation: Develop context-specific strategies to facilitate effective child participation in advocacy activities, working closely with field office teams and relevant country office staff.

2. Advocacy and Communications

  • Monitor and Evaluate Advocacy Efforts: In liaison with the Advocacy Coordinator, monitor and evaluate the progress of advocacy-related objectives, including mapping key opportunities and organizing strategic events.
  • Develop Advocacy Materials: Oversee the creation of advocacy materials, such as policy briefs, position papers, and press releases, to influence county and national decision-makers on health and nutrition issues.
  • Public Awareness and Mobilization: Advocate for fortified foods, supplementation, and dietary diversification through partnerships with nutrition-sensitive organizations. Mobilize communities to claim their rights and monitor their implementation, particularly in the context of child health and nutrition.

3. Building Partnerships

  • Network and Coalition Building: Identify and sustain partnerships with local networks, coalitions, and strategic forums that are crucial for disseminating research findings and influencing policy changes.
  • Engage Key Influencers: Conduct power mapping to identify and engage key influencers at the county level, promoting increased resource mobilization and allocation for child survival interventions.
  • Capacity Building: Support the capacity building of Save the Children staff and partners on advocacy through training and knowledge sharing, ensuring that advocacy approaches are integrated into project results.

4. Program Development and Management

  • Integrate Advocacy into Program Results: Ensure that advocacy is a core component of Save the Children’s health and nutrition programs, contributing to the achievement of project objectives.
  • Research and Development: Participate in the design, development, and dissemination of nutrition-related research, ensuring that findings are used to inform and influence policy changes.

Qualifications and Experience

  • Minimum of 3 Years in Advocacy: Demonstrated experience in advocacy work, with a strong understanding of Kenya’s health systems and budgetary cycles.
  • Educational Background: A Bachelor’s degree in Political Science, Law, Governance, International Development, Community Development, or a related field. Additional training in policy and advocacy is highly desirable.
  • Superior Communication Skills: Ability to translate complex research findings into accessible language for non-specialist audiences, with excellent written and verbal communication skills in both English and Kiswahili.
  • Understanding of Policy Processes: In-depth knowledge of policy and legislative development processes at the national and county levels, with a particular focus on health and nutrition.
  • Coalition Building Experience: Proven ability to work effectively within coalitions and networks to achieve advocacy goals.
