Job Summary

The Public Service Commission in collaboration with the Ministry of Information, Communication, and the Digital Economy is recruiting Information Communication Technology Officers I to support Kenya’s digital transformation agenda. This role is critical within the State Department for ICT and the Digital Economy, and we are seeking talented, skilled, and innovative individuals to join our team.

As an ICT Officer I, you will play a vital role in enhancing digital connectivity across the nation. Your work will support Kenya’s vision of leveraging technology for improved public service delivery, efficiency, transparency, and inclusivity.

Key Responsibilities

System Administration and Maintenance

  • Oversee the installation, configuration, and maintenance of essential software and hardware systems, ensuring the seamless and optimal performance of ICT infrastructure.
  • Conduct regular system audits to ensure compliance with security protocols and standards set by the Public Service Commission.
  • Troubleshoot and resolve technical issues to minimize downtime and ensure continuous service delivery in the public sector.

Network Management

  • Manage and maintain local area networks (LAN) and wide area networks (WAN) to ensure secure and efficient data transfer within government departments.
  • Monitor network performance, identify bottlenecks, and implement solutions to enhance network reliability across the public service.

User Support and Training

  • Provide technical support to government employees, helping them improve their ICT skills and knowledge.
  • Develop comprehensive user manuals and guides to ensure the effective and secure use of ICT systems.

Data Management and Security

  • Implement data management strategies to safeguard the integrity, confidentiality, and availability of government data.
  • Conduct regular data backups and recovery processes to protect critical information.
  • Monitor cybersecurity threats and apply preventive measures in line with Public Service Commission guidelines to ensure the protection of government systems.

ICT Project Implementation

  • Support the planning, execution, and monitoring of ICT projects in alignment with the Ministry’s and Public Service Commission’s strategic objectives.
  • Work closely with internal and external stakeholders to ensure the timely and successful delivery of digital transformation initiatives.

Research and Innovation

  • Conduct research on emerging technologies and propose innovative solutions that can enhance public service delivery.
  • Participate in the formulation and implementation of new ICT policies, procedures, and standards to align with global best practices in public administration.

Required Qualifications and Skills

Educational Qualifications

  • A Bachelor’s degree in Computer Science, Information Technology, or a related field from a recognized institution, preferably accredited by the Public Service Commission.

Technical Skills

  • Expertise in system administration, including software installation, maintenance, and configuration.
  • Strong knowledge of network management, including LAN and WAN administration.
  • Proficiency in cybersecurity protocols and data management practices.
  • Hands-on experience in the implementation of ICT projects that drive public service efficiency.

Soft Skills

  • Excellent problem-solving abilities with a focus on reducing system downtimes and enhancing user experience.
  • Strong communication and interpersonal skills to provide effective support to public service staff.
  • Ability to work both independently and collaboratively with government stakeholders.

Preferred Qualifications

  • Additional certifications in cybersecurity, system administration, or network management are desirable.
  • Experience working in ICT roles within the public sector or for a government agency.
