Available Positions in the ICT Department

ICT Officer II – 3 Positions

Job Grade: NSSF Grade 8
Location: Head Office, Nairobi, Kenya
Job Type: Full-Time

This is an entry-level position for degree holders in the ICT cadre. The ICT Officer II will work under the guidance of a senior officer and may be deployed in various operational areas within the ICT Department to perform the specified duties.

Key Responsibilities

A. Enterprise Business Systems Support

  • Installing and Updating Antivirus Programs: Ensure all ICT devices are protected by the latest antivirus software, safeguarding the organization’s data from potential threats.
  • User Account Management: Create user accounts, assign appropriate privileges, and manage access controls to ensure the security and integrity of NSSF’s systems.
  • Network and Systems Performance Monitoring: Regularly monitor the network and core systems to detect and address performance issues promptly, ensuring uninterrupted service delivery.
  • Incident Management: Maintain an incidents directory, respond to user queries or complaints, take corrective actions, and escalate issues to relevant IT staff or external service providers when necessary.
  • Technical Support: Provide remote technical support to all NSSF branches across the country, ensuring that technical issues are resolved efficiently to minimize downtime.
  • Preventive Maintenance: Conduct periodic preventive maintenance of computers, printers, VoIP phones, and other computer equipment to prevent system failures.
  • Issue Escalation: Escalate issues related to departmental business administrators, system administrators, and infrastructure to the relevant offices, tracking the progress of the reported issues.
  • Job Completion and Reporting: Inform users upon job completion and close the user request in the work log register.
  • Software Troubleshooting: Troubleshoot software problems, resolving or escalating issues beyond your capability to specialists.

B. Governance and Enterprise Architecture

  • Architectural Consulting: Provide architectural consulting expertise, direction, and assistance to Systems Analysts, Systems Engineers, and Systems Architects.
  • Infrastructure and Capacity Planning: Develop and manage an infrastructure and capacity plan to support NSSF’s growing needs.
  • Technology Standards Policy: Document, communicate, and enforce a technology standards policy to ensure consistency and compliance across the organization.
  • Cost Reduction: Develop, document, and communicate plans for investing in IT infrastructure, including analyzing cost reduction opportunities.
  • End-to-End Systems Integration: Design, develop, and oversee the implementation of end-to-end integrated systems, ensuring they meet organizational requirements.
  • Technical Performance Testing: Develop and execute test plans to check infrastructure and systems’ technical performance, reporting findings, and making recommendations for improvement.
  • Collaborative Development: Work with end users and senior management to define business requirements for complex systems development and gain buy-in for all infrastructure plans.
  • Enterprise Architecture: Participate in creating, building, and maintaining the enterprise architecture and capability.
  • SOA and Applications Architecture: Construct and maintain the SOA and applications architecture landscapes and roadmaps.
  • Architectural Principles Maintenance: Facilitate the creation, maintenance, and adherence to architectural principles, focusing on maintaining the SOA principles.

Requirements for Appointment

To be considered for the ICT Officer II position, candidates must meet the following requirements:

  • Education: Bachelor’s Degree in Computer Science, Information Technology, or a related field from a recognized institution.
  • Technical Proficiency: Demonstrated proficiency in computer applications and familiarity with enterprise business systems support.
  • Professional Skills: Strong problem-solving skills, the ability to work collaboratively, and the capacity to manage multiple tasks simultaneously.

Compliance with Chapter 6 of the Constitution

The successful candidate(s) will be required to provide the following documents before the issuance of the offer letter in compliance with Chapter 6 of the Constitution 2010:

  • Police Clearance Certificate from the Directorate of Criminal Investigations (DCI).
  • Higher Education Loans Board (HELB) Clearance Certificate.
  • Kenya Revenue Authority (KRA) Tax Compliance Certificate.
