Role Overview

The Director of Program Quality, Resourcing, and Impact is a pivotal role within the Regional Management Unit, contributing to the development of a coherent approach and setting priorities to advance CARE’s vision and mission in the ECA region. The incumbent will oversee program quality across country offices (COs), support the development and implementation of country strategies, drive fundraising efforts, and ensure effective monitoring, evaluation, accountability, and learning (MEAL) processes.


Key Responsibilities

1. Organizational Programmatic Strategy and Priorities:

  • Support the development and ongoing monitoring of Long Range Strategic Plans.
  • Ensure alignment and coherence with CARE USA, CARE International (CI), regional, and national priorities.

2. Impact Measurement and Program Performance:

  • Assist COs in reviewing their programs to ensure they align with CARE policies and standards.
  • Emphasize multiplying impact and innovation and ensure proper measurement, evaluation, and reporting of impact.

3. Technical Assistance and Knowledge Sharing – Learning:

  • Act as a conduit between country teams, CARE USA, CI, and external centers of excellence.
  • Maintain close contact with program staff in CI and headquarters.
  • Assist COs in accessing technical assistance from those staff.

4. Staff Management, Networking, and Liaison:

  • Ensure the proper implementation of CARE’s performance management system for direct reports.
  • Actively contribute to strengthening the linkages between program and program support.

Qualifications

  • Education: Master’s degree or equivalent experience in a related discipline.
  • Experience:
    • 7-10 years in strategic and operational management, including innovation and leading program strategy, design, and implementation.
    • Extensive experience at the leadership level.
    • Skilled in coordinating networks and building synergies across teams.
    • Demonstrated success in fundraising and donor relations.
  • Skills:
    • Advanced communication, facilitation, and consensus-building skills.
    • Strong experience in change management, including strategic and business planning.
    • Leadership in organizational transformation.
